Release Notes:
Some technical stuff. This release was encoded based
on a soft 1300 kbps limit by encoding it as a first
pass and then checking the video bitrate. If CRF
would pump some retarded bitrate into this video, I
would have run a second pass but then limit the
bitrate to 1300 kbps (as to not bloat the size)
It worked rather well and I'd consider the 1st pass
soft-limit 2nd pass hard-limit proposal a worthy one
I urge all interested SDx264 groups to get the ball
rolling regarding a general SDx264 ruleset
