Чем сегодня посоветуете редактировать субтитры? Требуется как переводить на русский, так и создавать с нуля.

создавать с нуля пробовал только с SSA .
переводить можно в любом тесктовом редакторе ( если речь идёт о srt титрах ) , если для этого нужен звук опять таки SSA .
правда она не очень удобна , но другого подобного софта я не знаю
качать здесь

Попробуй Subtitles Translator. Я пользуюсь ей уже довольно долго и доволен. Работает с текстовым sub форматом, одновременно открыты исходный текст и перевод, в отдельном окне можно смотреть фильм с субтитрами.)
